Not preferred driving altitude (1)

For a 200m journey between two traffic light, for first 150m route, some drivers speed up to 60 - 70 km/h, then press break pedal hard for next 50m to stop in front of the traffic light. Do they know this will consume more petrol, not environmental friendly and not-wallet-friendly also?
